PSU in DANIDA
The PSU was set up initially as Unit for Policy Implementation (UPI) in 1999 under the Institutional Development Component of Danida Water and Sanitation Sector Programme Support (WSSPS) for five years (1999-2005) to increase coordination among sector stakeholders and support the LGD to formulate policies, strategies, and guidelines. Danida took the initiative as the agencies and organizations were undertaking a variety of project interventions focused on tubewell installation indiscriminately and sporadically in response to the declaration of International Drinking Water Supply Decade (1980-90). Moreover, arsenic contamination was identified with tubewell water, which added to the concern about the interventions in Bangladesh. Danida supported the second phase of Policy Intervention as the Policy Support Unit (2006-2011) under WSSPS-II. The formulation of the "Sector Development Plan (FY2011-2025) for Water and Sanitation Sector in Bangladesh" was one of the major achievements during the period.

Three terms of SDP implementation
The SDP will be applicable for a period of 15 years, starting in FY 2010-11. The period is divided into long-term planning, medium-term planning, and short-term planning, each of five years’ duration, and will coincide with the Five-Year Plan cycles of the government’s development planning. The sanitation ladder means improvements in the technologies used and the level of services received in a rural context. Sanitation may be as cheap and simple as a pit latrine or as expensive and complex as a flush toilet with septic tank or sewerage. The total population of the country in 2015, 2020 and 2025, is projected to be 162 million, 172 million and 183 million, respectively. These projections have been used for the purpose of analyzing the WSS sector development needs in the urban and rural areas.
